can a used car sales agreement be canceled by the buyer within the first 24 hours for no specific reason?

It depends on what the contract says. Generally, a contract is enforceable as soon as it is executed, but the agreement could allow the buyer to rescind in some given time frame. Otherwise, no.
If you have a specific reason, you'll want to go with that. There are a number of valid reasons to rescind a contract, most notably breach of warranty.
