Yes and no. If he is refusing to release records or information regarding your care that may have an affect on the care you recieve from your new doctor than yes that is actionable. But he also may hold onto records that are not required for continuing or critical care until 1) all fees he owe are paid and 2) you pay a nominal copying fee.

I don't know the specifics of the law without looking this up (which no one on LawGuru should do when answering a question). A simple letter from an attorney can speed up this process. But you can also easily take care of it on your own. By paying reasonable fees, if they are due.
