landlord
is it okay to withhold rent until a landlord fulfills repair obligations when it states in the lease they must do so within 15 days of being notified of the problem? This concerns leaking windows which have accumulated black mold in the plaster above the frames

You can withhold the rent, but you have to escrow it (open a bank account and continue to deposit the correct amount of rent into it), and notify the landlord that you are doing so.
