Legal Question in Consumer Law in Pennsylvania
Is it legal for a club or other entity to insist on holding your driver's license as collateral at functions such as auctions run by the club? Some clubs hold auctions and make you turn over your driver's license until you turn in your bidder number and pay the bill.

Actually it is not legal for anyone to hold onto your driver's license. It is not actually yours but rather belongs to the state. In your circumstance the parties should scan or make a copy of the license, but should not maintain possession.
In my personal opinion, For privacy and security reasons i won't let another party even take a copy of my license.
