what can we do about our neighbors;dog. in spite of being chained,it lunges and barks at us.i am afraid that our small grandkids will get bit.

Is the dog on your neighbor's property? If so, then there is nothing you can legally do about it until it harms you or your grandchildren. I would suggest that you stay away from the dog and keep your grandchildren away from it as well. Is there any possibility of you having a friendly discussion with your neighbor about it? If you think the neighbor will react negatively, do not do this.
Does the dog bark incessantly? If the dog is barking or escapes its chain, you might try and see if your municipality has an ordinance concerning animals and file a complaint with the animal control officer.
