Buying on eBay and paying via PayPal was a mistake . If the seller overcharged you, try to contact the seller and request a refund of the overdraft and return of the bank fees. Neither eBay nor PayPal will lend assistance. You can try sending them a letter, but they only process the charges - they did not make the charges.

Did you pay by real credit card? You have dispute rights. You don't if you used a debit card.

When you say it "bounced your account" what do you mean? Do you mean your bank account or account at eBay/PayPal?

Feel free to contact me if you want a letter to the seller for a reasonable fee.
