I ordered something from a store. I was told it would come in 2 weeks. 3 weeks later still no item. can I get my money back if reciept says no refunds

Yes. Failing to deliver is different than returning a product. Did you use a REAL credit (not a debit) card to pay for the product? You have certai nn dispute rights and must dispute the debt within 60 days after the charge first appeals on your credit card. The rules are different if you used an ATM card.
