Is a power company responsible for perished food in a residential application due to repairs not made a timely fashion?

Although I am not an expert in this field, I would say probably not. The PA PUC (public utility commission) has hundreds of regulations concerning this and other issues. I would write a letter to your power company explaining the situation and nicely requesting reimbursement for the value of your food. See how they respond.
