Is it worth pursuing a civil suit for losing 2500.00 in a puppy scam?

"Worth pursuing" is up to you, but keep in mind that $2,500.00 is below the mandatory municipal (e.g., small claims) court limit in all counties in Pennsylvania, so that's where you would initially litigate it.

Small claims court functions essentially the same as on television shows like The People's Court (and all of its derivatives, like Judge Judy), though usually without the drama. Two non-lawyers come to a single hearing where they explain the situation and show whatever evidence they have to the judge, who typically makes a ruling right then and there.

Again, you don't need a lawyer to file in small claims court, the fees minor, and the time commitment is limited. Consider it a possibility. The clerks at your local municipal court can help you get together the paperwork.
