Seeking reimbursement for a down payment on a car with a dealer
but the only paper signed was a receipt that he wrote no refund on
after i signed , no contract or application was signed
what are my options

You do not provide a lot of information and something is not right. If the car was bought from a dealer and you made a downpayment, what happened to the car you bought? How was it to be paid for?
The rule is that when you buy a car, you buy a car. There is no cooling off period or right to rescind the contract.
The dealer may have spotted you a car and you applied for financing and was denied. If that occurred, then you have to give the car back. In such case, the dealer may charge you a fee for your use of thee car while the application was pending.
I don't know how much you put down on the car, what this "piece of paper" was or ant details about the car that you bought so my advice could change.
I suggest that you take this piece of a paper to an attorney and pay for 30 minutes of the lawyer's time to review it and give you their opinion.
If you are entitled to a return of the funds in whole or in part, then I would write a letter or haef the lawyer write a letter and make a demand on the dealer. If the dealer does not respond favorably, then sue the dealer in small claims for the amount you are owed.
