Legal Question in Consumer Law in Pennsylvania

truck towed to car dealer after breaking down. The next day service man brought it into the bay, started it and somehow caught fire and now the truck is not drivable or fixable. It's a 2006 and I still owe 18,000.00 on it plus all the upgrades that I just got on it.
Who is responsible for replacement

There is nowhere near enough information in your question to give an intelligent response.
First of all, your car insurance will pay the current m.v. of the truck. Second, you MAY have an action against the mechanic/shop if they did something wrong, but we don't know that. Third, if there is a defect in the truck itself, you MAY have an action against the manufacturer of the part, the truck, or both.
