Hello,
I recently sold a car to a friend. To save on taxes he asked the car be sold as a gift. which I did. he was to give me $200 the day of the transfer and $200 2 days after Thanksgiving. However, due to variuos ''reasons'' he only gave me 80. the day of. 100 lies and excuses and nothing since. Do I have any legal rights here to receive my money if time goes on and he never pays? I am out of work and this 400 was my entire Christmas.

You asked about a debt.
Let's get this straight. Someone asked if you would commit a fraud to evade taxes and then rips you off an d you think you might have a claim? Uhh, no.
In order to make a recovery a plaintiff must generally come to the court with "clean hands." You've got a little dirt on yours as you agreed to participate in a fraud. Luckily it wasn't that expensive of a lesson.
