If someone who does a background check on someone is it possible to have a credit card company that you owe money too find out where you are and have your bank accounts frozen because of you owe them?

I do not really understand the question. Who is doing the background check and why? Creditors who obtain judgments will do asset searches to see what the debtor owns. Debtors in PA cannot have more than $300 in their bank account as the creditor will freeze the account and take the funds if they do. Accounts at online banks, credit unions, out of state banks or possibly small community banks located 25-50 miles from your home, will not show up on asset searches. If you do not have an account there, create one if you can. Or just go on a cash only basis.
There is no wage garnishment generally in PA if its a credit card debt. I do not know what other assets you own so I do not know if they can be protected or not.
Regardless, this debt needs resolved. If you have a lot of debts, bankruptcy may be the onlyoption. If bankruptcy is not worthwhile, it may be possible to settle your debt.
