Can a credit card company or collection agency garnish money from a joint (husband and wife) bank account if the debt is only in the husbands name?

No, so long as the account is held as entireties property it is exempt from attachment. A good case for citation is at Constitution Bank v. Olson, et al., 620 A.2d 1146 (Pa. Super. 1993).
