If a bank account has been garnished once by a creditor, can that same creditor garnish an account again, i. e. different bank, recently opened credit union account, etc.

Yes. They can continue to execute until the debt is paid in full.
You may wish to consider a bankruptcy which could eliminate the debt and any others you have.
