bank acct. garnished

are federal emp. pensions exempt from garnishment?

In Pennsylvania the answer is yes but if the money is placed in an undifferentiated account, it can probably be attached. By that I mean if your pension is on direct deposit to your bank, you may want to change that arrangement.
