Legal Question in Credit and Debt Law in Pennsylvania

Can the Sewage company change a bill from your tentants name into the owner of the properties name and demand payment through a credit agency? Is this bill my responsibility? Shouldn't the agency be seeking both of the tenants who didn't pay? Can my property be liened, because of this bill? Thank you for your help.

Another client of mine is in the same situation. Right now I'm reluctant to answer because I'm not sure of the answer. I know that there are a couple of different collection agencies and law firms for municipalities and utility companies and I'm not sure whether your situation is with a municipality or a private company. My immediate advice is to contact the Pennsylvania Utility Commission and file a Complaint about the practice.
