If the lender is still holding the title I don't think there is a statute of limitations. The lender has a property interest in the vehicle until it's paid for. If the lender is not holding the title and transferred the vehicle based upon a contract and wants to sue for the amount remaining unpaid under the contract, then the statute of limitations would be four years.
