Must a certified restricted mail from district justice have proper address for the person whom they are sending it to ?

Are you playing games? If you are being sued, either claim the letter or don't claim the letter. All you are doing is adding to the cost if you do not. If service cannot be achieved via certified mail, then the creditor will seek to have the sheriff serve you instead. Is that what you want? None of my clients like having the sheriff show up at their house.
If you are doing the suing, the same options are available. Either the letter will be delivered and claimed or it will not. Its not the address which is important. Obviously, if the address is so inaccurate the US post office will not deliver it (in my experience) and will return the letter. There are a few letter carriers out there that may deliver it. What will be important is whether the letter is claimed by the recipient and signed for, not how it is addressed on the envelope.
