Collection Agency Fees

My student loan went to a collection agency. My income tax refund for the past two years went towards my debt. I want to know if I have to pay the collection agency fees, (which are ridiculous, almost more than my income tax refund.) Because I feel that I don't have to. Is there a law saying I do? If I baragain with them, do I need some sort of documentation, or is an oral agreement fine?

Always get an agreement in writing. Generally you are on the hook for the fees unless they are negotiated away. I offer free consultations.
