Can a collection agency freeze your account without proper notification

The only way that they can freeze an account is if they sue you and win a judgment. Presuming that they did enter a judgment, I would next presume that you didn't pay the judgment. Well, that is your notice that they are going to freeze an account, having an unpaid judgment.
Put another way, once they have a judgment that you don't pay, there is no "notice" requirement as the unpaid judgment is the notice.
