I have a federal student loan that has been in default for 20 years. Are the allowed to garnish my wages without notifying me?And are they allowedto ask for secure payment only?

I'm not sure about the "secure payment only." In fact, I don't know what that means. As for garnishing wages without notification, I've only seen that done with state employment so far. If this is PHEAA, there's not much that you can do about it. If it is not PHEAA and is someone claiming to hold an assignment of a student loan, then you may want to attempt to challenge it in Court.
