Legal Question in Credit and Debt Law in Pennsylvania

Can the commonwealth of pa try to collect a debt by turning into a collection agency when debt is for fines from 1996 and the dwbt I thought was pd they just sent notice 9/29/11 what are my rights and what can they do? Isnt there a statue of limitations in pa?

Not for debts owed to the Commonwealth - time does not run against the king usually.
