Can a credit card company freeze your bank account in the state of pennsylvania

Yes, if they first get a judgment against you. Under PA law, if you keep less than $300 in your bank account it is safe unless you have exempt income (like Social Security, pension/retirement, unemployment etc.). In such case, keep less than $10,000 in the bank.

If you are concerned, you need to think about (a) resolving your debt by some means; and (b) engaging in asset protection strategies to minimize the seizure of any assets.

While bank accounts are most at risk, there is no homestead protection in PA and any other assets (like a car) which are owned free and clear are also at risk.
