A potential employer pulled my credit report without my permission. I signed and filled out no application. Is there anything I can do? Thank you!!

It's difficult to say. You don't mention that you were damaged in any way by this. If you did not suffer any damages then you may still want to contact the credit reporting agency to find out why they released the credit report without your authorization. I think that you may have some statutory remedy for nominal damages but that is probably not worth pursuing absent actual damages.
