Can a credit union state that you still owe them money 2 years later, if you had your wages garnished and have a statement stating that the debt was settled?

Can they? Sure. Anything is possible. Looks like a mistake occurred somewhere. You will need to write a letter to the creditor. Advise them that the debt was settled and that you have confirmation of that. Include proof of the garnishment and a copy of the letter. However, there is no wage garnishment in PA for debts like this so why were your wages garnished? Was a judgment entered in another state? Before you send the letter I would suggest that you pay an attorney to review what you have and have the attorney send the letter on your behalf.
