if a creditor has a judgment against me alone, do they have the authority to have the joint bank account (which also receives child support payments) that I share with my wife, frozen?

Yes they do. And if you have a judgment against you or will soon have a judgment against you, then you need to take your name off any joint accounts with your wife or anyone else NOW. Once that money is gone in a bank freeze, its very very hard to get back.
