Legal Question in Credit and Debt Law in Pennsylvania

Can a daughter sign her mother's name as a co-signer on a auto loan without POA.

The mother consented, but is 84 and very forgetful. She does not understand all of the

legal obligations involved if the daughter doesn't make all of the payments on time.

Without a power of attorney, I do not believe that the daughter can sign her mother's name. If the mother is of sound mind, however, she can exercise a power of attorney for the daughter to make the contract for her. But since you mention that the mother doesn't understand the legal ramifications of the personal guaranty, honestly, I'm not sure she'd understand the power of attorney either.
