Can you be sued by a collector if you made an attempt to make payment arrangements but the monthly payment was not suffient for them (offered lower than they wanted)

Of course you can be sued. You still owe the money, right? They are not obligated to deal with you on your terms. The only reason they offer to do payments to begin with is to save them the costs of litigation. They don't have to accept your offer of $5 per month when they are asking for $50 per month. So yes. You can be sued.
