can a debtor put a freeze on your personal checking account

I think you mean creditor and yes they can if they have a judgment against you. If the bank who has the account is the creditor, they can deduct the money you owe them as a setoff. They must sue you first, and win. If the account is a spousal account, then they cannot garnish it unless they obtain a judgment against both spouses.
