Legal Question in Credit and Debt Law in Pennsylvania

I have a friend who owes me about $2500 for a personal loan. If I live in Philadelphia and my friend lives in New York, where will a file. I know I would have to go to small claims court but I know don't where to file. New York or Philadelphia
