Is there a question? If your bank account is frozen, it means that you have a bad debt of some kind which you ignored and a lawsuit happened, which you also ignored, and judgment was entered. PA allows you to keep up to $300 in any one bank account, assuming you have non-exempt income (exempt income is things like Social Security, SSDI, worker's compensation or unemployment compensation). Assuming that is the case, once the money is frozen, its probably not coming back. However, to be certain, you need to have your situation reviewed by a lawyer. If exempt income was wrongfully seized, it is possible to request a hearing or get it returned. I would see a local attorney about this now.
