what is the cause and who can garnish your wages there is no signed contract

In Pennsylvania the right to garnish is limited. Child support or debts arising out of school loans are a few that garnishment is possible. In New Jersey garnishment is available for any debt that has been reduced to a legal judgment. I suggest you have legal counsel address any detailed concerns.
