i would like to know my rights on how many times they are allowed to call me . also how can i get them to stop calling and harassing me

There are specific prohibitions regarding debt collections. There is the Federal Debt Collections Practice Act as well as Pennsylvani laws to protect you against debt collectors. Suggest you obtain an attorney and notify them that you have retained legal counsel. That should stop them from further contacts.
