Ihave a civil judgment against me for 11,800. I'm trying to make good on it but the bank tells me I owe more due to interest. Can interest still accure after a judgment has been rendered

Yes, post judgment interest is allowed at the rate of 6% per year.

You have 2 options, negotiate or consider a bankruptcy. A Chapter 13 allows you to repay the debt over 3 or 5 years with no more interest or late charges. A Chapter 7 will eliminate the debt and any others you have with limited exceptions.
