I have a Judgement from long ago that has resulted in receiving papers that I don't understand that talk about garnishment and taking of property. I'm unsure of how to proceed or even what this means.

You've probably received Interrogatories in aid of execution, but, no one could possibly comment on them without seeing them. I'm afraid I cannot offer a better response than that...without seeing your documents.
You say a judgment from long ago. Exactly how long is that? Judgments are enforceable for 20 years on personal property and 5 years on real property, although they can be revived for enforcement purposes on real property.

There is no wage garnishment in PA for most debts, but there are exceptions. I suggest you contact Attorney Artim (he is in your general area) or another attorney and pay him/her to review and advise you on the documents you received.
