Legal Question in Credit and Debt Law in Pennsylvania

Loan

A person I was dealing with had his lawyer right up documentation for a loan with more than loan shark rates for interest. I am paying alot of money over the loan cost(almost double). Is this legal for him to do this??? Also this was back in the year 2000 when I was desperate for money. Is there such thing as Statue of Limitations on something like this???
