Legal Question in Credit and Debt Law in Pennsylvania

I loan #300 to a person pretending to be a friend. I have a notarized document showing payment due not later than March 14, 2016. I have tried several times asking her to make a payment. I sent a certified letter which she refused to pick-up. I am a senior on a fixed income, how is the best way of getting this con person to pay me back?

You write a demand letter. Asking via phone or text or email is really not good enough. You explain that the money was due on March 14, that the money is delinquent and if the person does not pay up in 10 days you will pursue further legal optins. Send the letter via UPS/FedEx and get signature confirmation. If the person does not contact you in 10 days, then go to the magistrate in the county where the person lives and sue. However, a judgment does not mean you will get your money back. You can ask the magistrate to make a payment plan but if the person still does not pay then you are kind of out of luck. There is no wage garnishment in Pennsylvania. Unless the person has money in the bank and you are willing to hire a lawyer to execute ( and no you cannot recover attorney fees) you are going to have a hard time collecting.
