monthly payments for medical bills

i have an outstanding medical bill that i have called the billing office to make payment arrangements,they refused my offer and said they only accept $50 per month anything lower than that they send to collections..is that legal in pa?

I'm not aware of any limitations on hospitals or physicians on placing debts with collection agencies. If someone else is aware of any, I'd be interested in learning of them.
