Municipal debt
Being hounded during obscene hours on phone by collection agency for some traffic tickets that my county (Luzerne) has them collecting.
Collector claims that the FDCPA doesnt apply cause its a ''municipal debt''.
They can do whatever they want...when they want.
True?

It's a collection agency, and as such it must abide by the appropriate federal and state laws which restrict them from calling at all hours, etc. Tell them you'll file suit if they continue. You might want to inform the municipality as well.
