What is in PA legal meaning of "Praecipe to dissolve attachment" ?

Praecipe s a fancy Latin word for a command or directive to the clerk of court (for civil court in PA the clerk is called the prothonotary). The directive asks the clerk to do something, i.e., take action of some kind.
In your case, there must have been a piece of real or personal property attached by a lawsuit or judgment. There can be pre-judgment attachment too, although its rarer.
The attachment just recognizes that a claimant other than the owner has an interest in the real or personal property. The praecipe is just a directive to tell the clerk to dissolve or take off the attachment.
