i took out a payday loan for 300 now they telling me i owe them 700 dollars can they do that

I would need to see the contract you signed. Payday lenders are required to register with the PA Attorney General. If they are not registered, file a complaint with the attorney general.

There are limits as to the interest that can be charged.

Bottom line is, as you discovered the hard way, never ever use a payday lender.
