is a promissory note legal in pa. if it is signed by all parties but not notorized.

Of course its legal. Having a notary doesn't make it legal or illegal. Some things do require notarization (deeds, powers of attorney, etc.). But having a notary just makes problems of proof easier - it will be harder for someone to argue that they did not sign the promissory note because usually proof of identity is required whenever a document is notarized.
