Received letter on judgement entered

Judgement entered against me on BoFa cc by Burton Neil back in 3/04. I never went to court so they won on default. Never heard anything until recentley. Received a letter saying they will accept $6129 as a settlement. Question is in PA can they garnish wages or bank accounts to recover this judgement?

The answer is yes as to bank accounts, if they are in your name alone, and no as to wages.
