Legal Question in Credit and Debt Law in Pennsylvania

I recently received notice that I owe the Courts about $200 in fines. The offense occurred in 1996 when I lived in Pennsylvania. Before I received any notice, I enlisted in the Army in June of '09 (I had to leave the Army in October of '09 for family issues.) Now, I'm being told I can't re-enlist because of this fine which according to a statement (from the clerk of courts) given to the Army the first time I enlisted, was already paid. I even mailed a copy to my former probation officer as proof. Despite this, I am being told I still need to pay it because they have another printout saying it wasn't paid along with mine that says it was. This is ridiculous. I don't want to pay this fine twice. What can I do?

You can fight to be right, which will cost you both time and money. Or you can pay what seems to be a moderate fine and be rid of the matter.

There's certainly something to be gained in being proven that you are in the right, but do you really want to put your plans on hold for the amount of time that it will take to sort out the truth of the matter?
