I don't know - you don't provide me with any details. Whose name is on it? That person is going to be primarily liable as between the cell phone provider and that person. If your name is not on it, then why are you asking? Is it possible that this was a friend who put you on their plan? Did you use the phone and run up a bill?

If that is the case, maybe you are not liable to the cell phone company but you may be liable to your friend. Or it may be that your friend has told you that the cell phone provider will relieve your friend of liability if you pay the bill.
