i signed a note from my bf that stated i owe him the money if we split is that legal?

You asked about signing a note only enforceable if you break up with your boyfriend.

Sure it's legal for you to sign such an agreement. Sign a million of them as it seems generally worthless. Either you owe someone money or you don't. An agreement that money owed need not be repaid so long as a relationship is maintained is against public policy (it's akin to prostitution). Such agreements are not recognized in Pennsylvania.

Dump the "boyfriend" and forget the debt.
