statute of limitations in Pa for collecting a credit card debt

I last made a payment on my credit card on10/05/04 a collection company filed suite 10/02/08 but nothing happened at this time then they asked the prothonotary to reinstate the suite on 02/17/09 does this fall outside the 4yr collection law

Maybe. If they waited that long then the SOL may have run. You need to have someone check the docket to see if they reinstated the complaint more than once.

Contact my office and I would be glad to do a check for you. I can also take a look at the lawsuit and determine how many other defenses you may have. Collection Agencies are relatively easy to beat in PA.
