Unsecured Credit Civil Complain

My parents had a civil complain filed in Pennsylvania for an unsecured credit card. They are retired with only income being social security. Can they still get wages garnished and things like that?

Social Security is exempt from most process. However, if they have other property it may be subject to execution.
