Legal Question in Credit and Debt Law in Pennsylvania

I have a vehicle being held by someone who claims I owe them money. They have no judgments against it or court orders giving them rights to it, is this legal in Pennsylvania.

No, not generally. However, why are they holding your car? Is there a lien of some kind (either a mechanic's lien) or lien on the title? If that is the case, then they may be allowed to hold the car.
